Thousands of Karnataka students breathing easier tonight after state education officials issued a firm directive: colleges cannot punish learners for bureaucratic delays beyond their control.

Protection During Processing Delays

The Department of Collegiate Education's order makes clear that delays in State or Central scholarship disbursements are purely administrative matters. Yet some college administrations had begun insisting students pay fees themselves—even threatening to bar them from classrooms and examinations.

No more. The department now explicitly prohibits blocking students from attending classes, practical sessions, or examinations. Hostel evictions over pending scholarship-linked payments are also forbidden. Even marksheets and certificates cannot be withheld due to outstanding fees tied to delayed scholarships.

Why the Crackdown Now?

Commissioner Gopal Krishna H.N. reveals two driving factors behind the timing. "The Supreme Court's guidelines are clear on the strict prohibition of adverse actions against students due to delays in scholarship disbursement," he notes.

Meanwhile, ongoing college audits have raised objections about unpaid scholarships. Some institutions responded by pressuring students rather than addressing systemic delays.

“The release of scholarships varies based on grant availability and the financial position of those departments. Therefore, the scholarships are sometimes not released on time,” said Mr. Krishna.

Widespread Support Systems

The scale of support is staggering. Multiple departments provide scholarships through various schemes—from the Social Welfare Department and Backward Classes Welfare Department to specialized boards serving specific communities.

Eligible female students receive full college fee coverage. Government hostel residents have all expenses covered by relevant departments. Schemes like Sanchi Honnamma Scholarship, Sir C.V. Raman Scholarship, and National Scholarship Portal provide crucial financial support ranging from ₹2,000 to approximately ₹23,000.

For now, the department's message rings clear: students must never pay the price for paperwork delays.
