In a landmark move for aging citizens, Kerala has rolled out the country’s first Elder-Friendly Office Certification (EFOC), designed to transform how government offices serve senior residents. The initiative, launched on September 11, 2026, by the Senior Citizens’ Welfare department, addresses long-standing accessibility challenges with a structured rating system.

Addressing a Growing Need

Kerala has one of India’s highest proportions of senior citizens, a demographic expected to expand over the next two decades. Until now, there was no unified system to tackle everyday hurdles like steep stairs, tiny print on forms, or exhausting waits in line. EFOC steps in to close that gap, ensuring dignity and ease for older adults navigating essential services.

How the Certification Works

Offices—from village halls to hospitals and banks—will be inspected by independent third-party agencies. Those missing any of the four non-negotiable features won’t qualify at all. Scores determine the level: Gold certificates last five years, Silver another five, while Bronze is provisional for two years pending re-inspection. About 10% of certified offices will face surprise checks annually to maintain standards.

“EFOC draws on the Sharjah model in the UAE, the WHO’s Age-Friendly Cities network, and the U.S. Certified Age-Friendly Employer programme,” the department noted, highlighting its global inspirations while tailoring solutions to local needs.

Rollout Plan and Future Scope

The pilot phase will begin within this financial year, starting with one office per district. By year two, it expands to treasuries, RTOs, and government hospitals statewide; year three brings in other offices. Private healthcare providers can opt in voluntarily. Certified offices receive a plaque and digital QR certificate, with Gold-rated sites gaining priority under Kerala’s Silver Economy programme—a nod to the economic power of its aging population.
