Kochi Metro is navigating a leadership transition as Loknath Behera’s extended tenure concludes. Stepping into the role temporarily is G. Priyanka, the current District Collector of Ernakulam, who will take on the additional responsibility starting August 31. The move comes at a pivotal moment for the metro system, with major expansion projects on the horizon.

A Legacy of Progress and Controversy

Behera, a 1985 batch IPS officer, took the reins in 2021 after retiring as State Police Chief. His time at KMRL was marked by significant financial improvements—the metro saw an operational profit of ₹52.64 crore in 2025-26, while net losses dropped from ₹430.50 crore to ₹352.49 crore. He also oversaw the launch of the innovative Kochi Water Metro in 2023.

But his tenure wasn’t without friction. A proposal to rename KMRL to Keralam Metro Rail Limited sparked strong opposition from local representatives and residents, forcing Chief Minister V.D. Satheesan to publicly reject the idea.

Challenges Ahead for New Leadership

Whoever eventually fills the role permanently will inherit pressing responsibilities. The Kakkanad extension, a ₹1,957-crore project, is slated for commissioning within a year. After that, focus shifts to the metro’s airport extension—a third phase eagerly anticipated by commuters.

An anonymous senior official emphasized the need for a technocrat or serving civil servant, citing delays in executing expansions and land acquisition hurdles. “Such a person will be able to better coordinate with Central agencies and the district administration,” the official noted.

Public and Expert Reactions

Arjun Prakash of Kochi First, a civic collective, criticized the government’s delay in appointing a permanent successor. He argued for a dedicated leader with a clear vision and a track record like V.J. Kurien, who spearheaded the Cochin International Airport.

“Only a dedicated person having a vision, is still in service, and also has a proven track record... must be posted as MD of the metro agency.”

Prakash also urged that the new MD should helm the Kochi Metropolitan Transportation Authority (KMTA), which launched with legislative backing but stalled due to resource issues.
